ODPS Ohio Bureau of Motor Vehicles Drivers with Excessive Tickets Excluded from Registration - D.E.T.E.R.

Due to the passage of Substitute House Bill 30 of the 125th General Assembly, the Registrar of the Ohio Bureau of Motor Vehicle is now permitted as of March 23, 2005, to block a motor vehicle registration for failure to pay a single non-criminal disability parking violation judgment. 

If you have three parking violations or one single violation for parking in a handicap parking space, your registration will be blocked until you pay the fees, per Section 4521.10 of the Ohio Revised Code. In order to remove the registration blocks, all outstanding judgments must be paid. A five-dollar fee ($5.00) per judgment is required in addition to the judgment dollar amount. You must contact the Violations Bureau, listed on your letter, and make payment in full to them 10 days before you can complete any vehicle registration activity. The Bureau of Motor Vehicles and Deputy Registrars WILL NOT accept payment for judgments.

The BMV will remove a vehicle registration block and permit vehicle registration activity when:

1. Status changes are received via FTP electronic medium from all involved TVB/PVB jurisdictions
2. Judgments are satisfied from all involved jurisdictions
• Payment information received directly from the Agency
• Presentation of a valid clearance form for the registrant faxed to the BMV by the Agency
• Presentation of a valid clearance form for the registrant to a Deputy Registrar
• Notification from the Agency that judgments are dismissed, reversed on appeal or canceled
