CDL Testing Waivers – Within 12 Months Separation
Current military personnel, and certain veterans, may be eligible for an Ohio Commercial Driver’s License (CDL) with applicable CDL knowledge written tests and/or CDL skills tests waived, if they have driven a similar vehicle for at least two years as part of their military job requirements. Review both Military Even Exchange and Military Skills Test Waiver to learn which program you may qualify for based on your military experience.
This program allows qualified military drivers to be exempt from the knowledge test for obtaining a commercial driver's license (CDL). Applicants eligible for this program may also be eligible for the Military Skills Test Waiver program below.

Qualifications
- Active-duty U.S. Military servicemember or servicemember separated within 12 months.
- Employed within the last 12 months in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV).
- To qualify for this program, military personnel should have one of the below military specialties or occupational classifications:
- U.S. Army 88M; 92F; 14T
- U.S. Air Force: 2T1; 2F0; 3E2
- U.S Marine Corps: 3531
- Navy: EO
Restrictions
- Applies to the issuance of an initial CDL only and cannot be used for upgrades or restriction changes.
- Appropriate CDL fees apply, even if tests are waived.
Required Documents
- BMV 2071 CDL Military Even Exchange Application
- Copy of current valid driver’s license
- Driving record (abstract) from all states where the applicant was licensed to operate any motor vehicle in the past two years
- DD-214 (if separated from service) or valid military ID (if still active)
- Operator Qualification Record
- Military Motor Vehicle Operator’s Identification Card
How to Submit an Application
- Visit Your nearest driver exam station with all of the necessary documents.
- The driver exam station will review and scan your documents and forward them to the appropriate department.
- Application Review
- Application will be reviewed and applicants will be contacted once all submitted documents have been verified.
This waiver allows a qualified service member to apply for a CDL without skills testing and can be used in conjunction with the Military Evan Exchange program to waive all testing, if eligible.

Qualifications

- Hold a valid Ohio driver license.
- Employed within the last 12 months in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV).
Restrictions
- CDL knowledge (written) test(s) cannot be waived unless eligible for the Military Even Exchange program.
- Transfer of School Bus (S) and/or Passenger (P) endorsements under this Waiver Program are prohibited.

- Driving record (abstract) from all states where the applicant was licensed to operate any motor vehicle in the past two years
- DD-214 (if separated from service) or valid military ID (if still active)

- Military Motor Vehicle Operator’s Identification Card
How to Submit an Application
- Visit Your nearest driver exam station and pass required Written Tests to be eligible to purchase a Commercial Learners Permit.
- Successfully complete the General Knowledge test along with any applicable specialized knowledge tests.
- Document Submission
- Ensure you have completed the application and all required supporting documents.
- The driver exam station will review and scan your documents and forward them to the appropriate department.
- Application Review
- Application will be reviewed and applicants will be contacted once all submitted documents have been verified.
