Drivers with Excessive Tickets Excluded from Registration (DETER)

The registrar of the Ohio Bureau of Motor Vehicles (BMV) has the authority to block a motor vehicle registration for failure to pay a single non-criminal disability parking violation judgment or three parking violations. In order to remove the registration blocks and complete any vehicle registration activities, all outstanding judgments must be paid in full. In addition to the judgment dollar amount, a $5.00 BMV fee per judgment is required.

The BMV will remove a vehicle registration block and permit vehicle registration activity when:

  • Status changes are received from all involved Traffic Violation and Parking Violation Bureaus (TVB/PVB)
  • Judgments are satisfied from all involved TVB/PVB.

Payments are NOT ACCEPTED by the Bureau of Motor Vehicles or deputy registrars.
