Voluntary Disability Database - Keith's Law
In accordance with Section 3304.34 of the Ohio Revised Code, an individual with a disability, or a parent or guardian of an individual with a disability, may voluntarily register in a database of those who have been diagnosed with a disability.
- A disability is defined as "an intellectual impairment, a hearing impairment (including deafness), a speech or language impairment, a visual impairment (including blindness), a serious emotional disturbance, an orthopedic impairment, autism, traumatic brain injury, a serious health impairment, a specific learning impairment (including dyslexia), deaf-blindness, or a mental health condition with symptoms that make it difficult for a person to do certain activities or to interact with others."
- The information in the disability database is not a public record.
- The Ohio BMV is responsible for maintaining the database and identifying the access point for those permitted public safety entities.
- The database is limited to only individuals who have completed the necessary form and affirmed their personal data may be shared.
The Disability Database permits emergency medical service personnel, firefighters, law enforcement officers, and county 9-1-1 systems access to individuals who have requested to be included in the disability database. Established by Ohio HB 144 (effective January 19, 2026)
